I have no doubt about that, but it seems logical to spend start work on it now at whatever rate is affordable. Half of the Netherlands is below sea level (and if memory serves it was a pretty miserable place before they got their dikes in order), so it's certainly possible to be done. Those walls were built of decades and decades.
